In 2001, in Riga, at its second meeting, the Lisbon Recognition Convention Committee adopted the Recommendation on Criteria And Procedures for the Assessment of Foreign Qualifications, as a subsidiary text to the Council of Europe/UNESCO Convention concerning Higher Education in the European Region.

Following on the suggestions of the Bureau of the Lisbon Recognition Convention, and in consultation with the ENIC/NARIC Centres, since 2008 it was undertaken a revision of this document. The attached revised version of the Recommendation on Criteria And Procedures for the Assessment of Foreign Qualifications was approved by the ENIC and NARIC Networks and adopted by the Lisbon Recognition Convention Committee, at its fifth meeting, held in Sèvres, France, on 23 June 2010.
