Recognition and Mobility
In
order to develop policy and practice in all European
countries for the recognition of qualification, the Council
of Europe and UNESCO established in 1994 the
ENIC Network.
The ENIC Network plays a key role in the implementation of
the
Council of Europe/UNESCO Convention on the Recognition
of Qualifications concerning Higher Education in the
European Region, (Lisbon Recognition Convention) adopted in
Lisbon, on 11 April 1997.
For more than 15 years, UNESCO - CEPES jointly with the
Council of Europe has provided the Secretariat for the ENIC
Network. The ENIC Network cooperates closely with the
NARIC Netowork
of the European Union.
Over the years, UNESCO-CEPES jointly with the
Council of Europe
and the European Commission has supported financially and
logistically the organisation of several Annual Joint
Meetings of the ENIC and NARIC
Networks
(Budapest, 1994; Ljubljana, 1995; Rome, 1996; Helsinki,
1997; Vienna, 1998; Vilnius, 1999; Brussels, 2000; Riga,
2001; Malta, 2002; Vaduz, 2003; Strasbourg, 2004; Dublin,
2005; Tallinn, 2006; Bucharest, 2007; Qawra (Malta), 2008;
Larnaca, 2009).
UNESCO-CEPES has also taken part in the work of various
Working Groups, which resulted in the elaboration of various
documents and Recommendations, approved by the ENIC and
NARIC Networks and subsequently adopted by the Lisbon
Recognition Convention Committee, as subsidiary text to the
Convention.
As of January 1st 2010, the UNESCO-CEPES’ previous role as
co-secretariat to the Lisbon Convention and the ENIC Network
was transferred to the
Higher Education Division at UNESCO Headquarters
in Paris.
